Poltava State Medical and Dental University is situated in Poltava city which is located on the Vorskla River in central Ukraine. It is the capital city of the Poltava Oblast (province).
The Poltava State Medical and Dental University was founded in 1921 by the Dental faculty of Kharkiv Medical Academy. According to the Chronicle, Prince Ihor Svyatoslavovych Siverskyi in 1174, pursuing hordes of Kobyak and Konchak, Polovets khans, crossed Ltava river, and moved in the direction of Pereyaslov, where prince’s armed forces defeated Polovets warriors.
This date had been decided to be the date of Poltava foundation until 1999. In 1974 it the Ukrainian people celebrated 800 years of Poltava. But the city was founded much earlier than it had been mentioned in the Chronicle. Further archaeological researches proved constant people’s residence in Poltava since VIII-IX centuries.
Today the administrative structure of the region comprises 25 districts, 5 cities of the regional submission, 10 cities of district submission, 21 towns, 1854 villages.

Poltava National Medical and Dental University was the first medical university in Ukraine and in Eastern Europe to have started the faculties of Medicine and Dentistry in English language for foreign students in 1991 after independence of Ukraine.

The University trains specialists in six faculties and a preparatory department. Specialists are trained in toxicology, pediatrics (six years each), oral surgery, pharmacology (five years each), nursing (two to three years) and orthopedic dentistry (two years).

The International Marketing department is responsible for coordinating the promotion of the University and its courses overseas. The screening test shall be conducted twice every year as per the Schedule of examination announced by the Prescribed Authority. The procedure of conducting the test shall be in accordance with the Scheme announced by the Medical Council of India in this regard.
There shall be three papers of multiple choice questions in Pre-Clinical, Para-Clinical and Clinical Medicine and its allied subjects including Obstetrics and Gynaecology. The language of the test shall be English. The test for each paper will be of three hours duration.
A candidate shall be declared as having passed only if he/she obtains a minimum of 50% (fifty percent) marks in each paper separately. The minimum qualifying marks shall apply to all categories of candidates without exception.
A candidate may avail of a maximum of three chances to appear and pass the test. Actual appearance at the test will constitute an attempt. If he/she does not qualify even in his/her 3rd appearance in the test, the candidate will not be eligible for registration by the Council or by any State Medical Council in India.
The Prescribed Authority shall intimate the result of the Screening Test to the candidates as well as to the Secretary, Medical Council of India and the State Medical Councils. The unsuccessful candidates shall also be appropriately informed. The candidates who qualify the Screening Test may apply to the Secretary, Medical Council of India, New Delhi or to any State Medical Council for
provisional registration/permanent registration along with the requisite registration fee in favor of Secretary, Medical Council of India or the State Medical Council. The Medical Council of India or the State Medical Councils shall issue provisional registration to such successful candidates, who are yet to undergo one-year internship in an approved institution and issue permanent registration to

The National Testing Agency (NTA) as an independent autonomous testing agency for conducting efficient, transparent and international standard test in order to check the competency of the candidates for admission to Medical Education Institutions in India and abroad.
Minimum Percentage Required – General candidates should score a minimum 50%. Number of Attempts –There is no limit on the number of attempts for NEET . Candidates can appear for the exam as many times as they want.
Qualifying the National Eligibility cum Entrance Test (NEET) is mandatory for students seeking to pursue MBBS courses from foreign medical institutions, the Medical Council of India (MCI) has declared via a public notice on March 8, 2018.
The information, which had already been made public earlier by the Ministry of Health and Family Welfare (MoHFW) during the time of the release of the NEET notification in February 2018, has now been officially confirmed through the MCI notice. As per the MCI, the existing practice of issuing eligibility certificate to candidates desirous of pursuing MBBS abroad will be done away with from June 1, 2018, onwards and the result of NEET will be treated as the new eligibility certificate from thereon.
The notification clarifies that the new rule has been introduced by the MCI with approval from the Ministry of Health and Family Welfare, Government of India. The ‘Screening Tests Regulations 2002’ and ‘Eligibility Requirement for Taking Admissions in an undergraduate medical course in Foreign Medical Institution Regulation, 2002’, which lay down the rules and regulations for candidates seeking to pursue or who already possess MBBS qualification from abroad, have been accordingly amended by the MCI.
The Central Board of Secondary Education (CBSE), the exam conducting body of NEET 2018, has published the MCI notice on its website on March 10, 2018, for the reference of NEET 2018 aspirants.
“Public at large is hereby informed that in terms of Clause 4(2A) of the ‘Screening Test Regulation, 2002’ and Clause 8(iv) of the ‘Eligibility Requirement for Taking Admission in an undergraduate medical course in a Foreign Medical Institution Regulation, 2002’, an India National/Overseas Citizen of India who are desirous for taking admission in MBBS or its equivalent medical course in a medical University/College/Institute outside the country on or after 1st June, 2018 shall have to mandatorily qualify the NEET,” the notice reads. The notice further informs that “the requirement of Eligibility Certificate in respect of such person(s) who would take admission in MBBS or equivalent medical course in a medical university outside the country on or after 1st June, 2018, has been dispensed off. The result of the NEET for admission to MBBS Course shall deem to be treated as Eligibility Certificate for such persons.”
As per the previous MCI regulations, candidates seeking to study MBBS or equivalent medical courses from abroad were required to obtain an eligibility certificate from MCI if they wished to come back to India for practicing medicine. No candidate without an eligibility certificate from MCI was allowed to appear for Foreign Medical Graduate Examination (FMGE) screening test through which Indian nationals with foreign medical qualfications are granted permission to practice in India.
Now, with the introduction of new changes in MCI regulations, the earlier requirement of obtaining eligibility certificate has been dispensed off and NEET qualification status will be treated as the MCI eligibility certificate for a student seeking admission in MBBS abroad.
The Ministry of Health and Family Welfare (MoHFW) earlier clarified that this new rule of mandatorily qualifying NEET for admission to MBBS courses in abroad is not applicable to students who are already pursuing MBBS or equivalent degrees from outside India. “Students who have already taken admission under current regulations to pursue primary medical course by taking Eligibility Certificate from MCI are exempted from qualifying NEET”, stated the clarification note released by MoHFW on February 22, 2018.
The new MCI regulations making NEET mandatory for pursuing MBBS abroad will only be applicable to students seeking to pursue MBBS or equivalent qualification from abroad on or after June 1, 2018. Students who are already pursuing or have gotten admission in foreign medical institutions need not worry about qualifying NEET as long as they have the eligibility certificate issued by MCI.
Medical Council of India Screening Test is also known as Foreign Medical Graduates Examination (FMGE), conducted by the National Board of Examinations (NBE) in India. The test is one of the mandatory requirements for an Indian citizen who has a medical degree from a college outside India to practice medicine in the country.
This screening test was introduced in 2002 as a qualifying examination for Indian students obtaining their medical degrees from countries other than India. The Medical School should have been listed in the WHO International directory of Medical Schools.
This examination is held twice in year in June and December on the third Monday and Tuesday of the month.
